with the technique we use with two separate streams the files will probably never been frame to frame synchronous, but the delay should usually be less than 1s, if the videos are really synchronous.

With flv this works quite well in my experience, with h.264 this is more problematic and is very much dependant on your encoding settings.

There can be delays based on your network speed, the way you deliver the videos (streaming vs. download), the performance of the pc you use to watch the video and the type of streaming server that you use.
