I see three release blockers currently.  One is finished, and under
review.  Another has been present since 1.0, so I think fixing it in a
point release is probably not in scope.  The last one is a bug, but not
a release blocker.  This means that I can get the first one fixed, and
then start the release process sometime today or tomorrow.  I'll have to
cut another RC, but then sometime next week (or more likely the first
week in July) we will have the final 1.3.1 release.

Not to my knowledge.  That's the point of the devices, to make sure that
there's never a condition where there is no signal.
