Yes, this is not terribly well documented. The REST docs live under /captureagent, so for example you could go to http://testca.usask.ca:8080/captureagent/docs, and you're looking for the startCapture endpoint in the GET section, as well as the POST section. The configuration data you can add to the manual capture is the same as the CA's config file. See http://testca.usask.ca:8080/capture/index.html for an example file (the big textbox).
