I think it's tricky to copy those dependencies by hand. There *should* be a way to make maven copy them, because it mostly does. I'd delete FELIX_HOME/felix-cache and try to rebuild again. However it's a bug indeed and I'd like to ask you to report it in JIRA, if possible.
Maybe others know a way to get those dependencies in the place they are expected, but unfortunately I don't know which way that may be. Sorry for the inconvenience.
