A) You simply have to adjust the Framerate in the encoding profiles /$FELIX_HOME/conf/encoding/engage-movies.properties: In the "profile.flash-vga.http.ffmpeg.command" you have the -r parameter usually set to 5. You can set this to 25 or 30 is you want.

OR

B) You can edit /$FELIX_HOME/conf/workflows/compose-distribute-publish.xml:
Search for "Encoding presentation (screen) to Flash download" and set the encoding profile there to "flash.http" (instead of flash-vga.http).

I would recommend to create a new workflow (make a copy of "compose-distribute-publish.xml" in the same directory and change <id> and <title> in the file) and use the B) approach.
