this only appears to be an issue with capture media. as noted in

The only work around we found is to have ffmpeg decode the nearest keyframe
rather than assume it exists. In short, moving -ss after -i. This quadruples
the processing time. Unfortunately this approach causes a seg fault when
saving to tiff directly. It's necessary to save to jpeg and then convert to
tiff. I'm not sure this is acceptable but it is really the only option we have
due to ffmpeg's issues with our capture files. Unless we want to use java's
image library instead?
I tried to modify my local encoding files, but it seems to choke. Josh/Tobias
