How many active committers does that leave, and how many institutions
do they represent?

Just curious, and too lazy to trawl the svn history to find out, though
Ohloh says 24 currently active out of 33 all time -

At the Opencast Summit that took place this week, it turned out to be a
concern to many that we are maintaining an extensive list of committers
that are no longer actively working on the project. The period of
inactivity is more than a year for some of them. 

Since it seems likely that more and more responsibilities will be moved
away from the current product owners onto the committers, we feel
strongly that the list of committers should comprise those who still
understand and actively support the project and the processes that
surround it.

In order to give people a heads-up, this is to announce that we decided
to follow our documented process [1] and make those inactive committers
"committer emeritus". As stated in the document, svn access as well as
the right to vote on the committers list will be revoked but can be
given back upon request at any time.
