In r10352 I moved the demo 'admin' user from the jpa user provider to the
in-memory provider. The capture agent has no relational database, and
therefore needs the demo user (with an encrypted password) to be in memory,
rather than in the database. After the previous commits to this ticket, there
was no user account that allowed for access to the capture agent UI.
