I added a fix to the ingest service that ensures that the workflow is in the
first three operations before allowing an ingest to manipulate a workflow.
This hard codes the length of the pre-processing workflow, but this is not a
configurable workflow anyhow. It's still not clear what's causing the
original, successful ingest to return a 500, though.
After r10375, an erroneous retry will simply cause a stack trace in the server
logs, and continue to cause the capture agent to unsuccessfully attempt to
ingest the already ingested mediapackage.
