Several workflow operation handlers execute jobs in parallel. It looks like
these jobs count the number of attachments in the mediapackage, and generate an
element id based on the current count. With concurrent jobs, this can produce
a situation where two or more jobs generate identical element identifiers. I
will investigate where this is possible and ensure that the concurrent jobs
generate their element identifiers serially.
