As far as I understood it ECL is very similar to the Apache Licence.

And as I just Noticed Sakai has a compatibility (and used) list for ECL:

As far as I know it we currently do not include GPL libs in Matterhorn.
ffmpeg as an example for GPL software is only used via command line and
not hard linked with our code.
