open question:
Josh suggested that "org.opencastproject.file.repo.url" property be uncommented
out of the box. Waiting for confirmation that uncommented this property
wouldn't cause problems for all in one deployment.

This doesn't appear to cause any problems but a new directory shouldn't be
generated. This happens with a fresh installation and can be reproduce every
time. He uses the ootb deployment profiles.
