I think I've solved this. The IT guy who installed the admin tools didn't
install the 3rd party tools. After I did that (which required replacing
outdated links to old packages and fixing a config file to install libpng) the
recordings move to processing. Sometimes I still get a warning that says
ingestion might have failed, but it always starts capturing within a few
minutes. Now I'm stuck with a duplicate stream error that I've filed a
separate request about.
