We only use IDLE and CAPTURING as far as I know, because the admin UI
does not understand UPLOADING or SHUTTING_DOWN.  This came about because
an agent could simultaneously be in two states (UPLOADING and CAPTURING,
for example) and we did not have time to get the admin UI to understand
that.  Feel free to use the states and your interpretation is correct,
but I don't know what will happen in the admin UI!

Nope.  The admin UI is supposed to mark them as offline when it has not
heard from a CA in a given timeframe, but I'm unsure if that
functionality was ever finished.
