The functionality seems to be in place. The problem is, that the
OrganizationDirectoryServiceImpl creates a default configuration at every
startup, which is then persisted by the ConfigurationAdminService and reloaded
at the next system start. Like this, the system ends up with many default
organizations, and it is up to the implementation of the hash map, which one
will be used.
