Just coming back to this, as 1.3 release is coming up at end of month. Looks like the Users tab will be available (though not visible unless turned on by a configurer), and it will be "as is" (i.e. functionality limited to changing roles, i.e. no way to add/remove users. Plus no usability enhancements like paging, search, autocomplete). If there's anyone who has a problem with this AND can work on adding the missing functionality, please speak up. (In the meantime, I will remove fix 1.3 from the relevant jira tickets.)
