Let's keep the two different forms of caption upload separate. (They support
different separate use cases.)
IF we decide to no longer support captions upload during hold state, then this
should be closed as "Won't Fix".
If we're adding new functionality (MH-845?), new implementation tasks should be
added and assigned appropriately.
