To summarize: The real problem is that the DownloadDistributionService cannot
remove the xacml files since their references get removed and then reset prior
to each calling of a workflow operation handler by the
WorkflowServiceImpl#update method (please see comment above).
As a short term fix I disabled the distribution of xacml files in the
DistributeWorkflowOperationHandler#start method. Since seems to be fair since
no one actually uses the distributed xacmls.
But a more decent fix is needed!
