Judys approach is correct. Users tab needs to be activated by setting
prop.adminui.i18n_tab_users.enable=true.

Hrm, ok. It works in my all in one system, but on my distributed system
it doesn't. I'll have a look tomorrow, the distributed system is also
getting stuck processing things...
