Just a note that I would expect whoever implements this on the
reference side would still have the ability to ingest all metadata, as
someone might be using the Matterhorn reference capture agent code and
not using the core processing.  Off the top of my head I don't know if
we enrich the metadata that goes to the core, but I would expect that
some agents might want to change it, so overwriting it by default from
the capture agent doesn't seem like a bad thing (can I get a use case
where it might be?)
