In a continued effort to cleanup Jira, I turn now to user stories. We have 249 
open story cards, many of which are surely irrelevant at this point. 

I #propose the following:

1)  Members of the Matterhorn community (not just developers, but a mh jira 
account is required) have until July 15th to review all the open story cards 
and add votes to any that are important to their institutions.

Adding a vote is a simple matter of selecting Add Vote (either from the gear 
menu in the Issue Navigator or from the More Actions menu in the ticket 
itself). 
You get extra points (well, you get extra appreciation) if you close a story 
because you recognize that it has already been done, or that it's a duplicate. 
(Please comment informatively).

2) After July 15th, I will resolve as Won't Fix all open story cards UNLESS 
they meet at least one of the following criteria:
a) has at least one vote
b) was updated in 2012
c) has a fix version of 1.5 or later (any earlier versions are closed for new 
features, right?) 

While this will allow stories to remain open even if they don't have votes, it 
would still be good for folks to vote on *all* stories they care about so that 
the developers can see which stories ripple to the top, possibly aiding in the 
selection of new stories to focus on.

I welcome tweaks to the above, or full counterproposals. Otherwise (in 72 hours 
or maybe not until next Monday) I'll announce the above as in effect on both 
the dev and users lists.
