I just meant that if the data type for <tags> is NMTOKEN then the ids
for workflows can't have spaces in them because NMTOKEN values cannot
have spaces.

So:

<tags>unconference streams</tags>

Actually referred to two NMTOKENs, since an NMTOKEN is a space separated
lists.  If you change it to:

<tags>
<tag>unconference stream</tag>
<tag>something else</tag>
</tags>

That would allow you to have spaces in the workflow ids again.

-0 means: I disagree with this, but have no alternative that I can help
make happen
-1 means: I disagree with this, and here is an alternative approach
which I will help make happen

Often -1 just means "no" if it is not a critical point, and the
alternative is to "just not do that".

People rarely say +/-0, but I thought I would put it here to clarify
that I think this idea is fine, I'd be happy to help review, but I have
no dev time to put into making it a success.
