One possibility would be to register a "marker" service after the scanner has
been executed for the first time. Services that need access to the workflow
definitions would then know that the scanner was called at least once.
A better strategy however would be to improve "patience" at those service
implementations that are looking for the items installed by the artifact
scanners. If a certain workflow definition is not there, just put the work back
into the queue and retry in a couple of seconds.
