Ok, this isn't so much a bug as a limitation of the way the playback components
work. The reason the jumps are erratic is because it's jumping between what's
called keyframes. These keyframes are full images, and the frames between them
contain only the *difference* between the current frame, and the last frame.
If you jump to a frame that's not a keyframe you get corrupted video until you
hit a keyframe. Many playback tools, ours included, will only jump to
keyframes.
One workaround would be to increase the number of keyframes, but that grows the
size of the video very quickly. Unfortunately, this isn't something we want to
do by default, although adjusting your encoding profiles to do that is
certainly possible.
