I guess it is okay to discuss this on Jira as well as to discuss it on list.
The multi-quality workflow definition is vanilla 1.3.x. And the quality
selector too (with 4 qualities: low, medium, high, hd). The h.264
encoding profiles and the HD-workflow-definition are currently not
shipped by default. But as you noticed they are quite easy to install,
without even restarting Matterhorn.
