See my reply to Ruben.  I'm not trying to pare down the committers list,
but I do think we need a handle on who is actually active in the project.

I'm thinking of rolling the ticket review into the dev meeting agenda
email so that there's less spam and more of an impetus for people to
read them.  We'll see how things work out and what kind of response they
get.  Approaching the institutions will be part of increasing that
visibility, especially once we can match up the institutional skillset
versus the bugs in question.
