Here's the philosophical/theoretical answer: Having an enabled dropdown with
one option isn't ideal because it looks like an affordance, but when users try
it, they'll see nothing but the single choice that they could see already--in
other words, clicking has achieved nothing. If we think that a developer will
(in the near future) add other options (e.g. Daily and Monthly), it makes some
sense to have an enabled drop down with the choices that we believe are "coming
soon" visible but disabled and only weekly enabled; this at least serves the
purpose of the Matterhorn team communicating to users that we intend to have
more choices in a (near) future release.
Here's the more pragmatic (but slightly less ideal) answer: get rid of the
dropdown (as Lukas suggested) and change the label for the element below it
(day selector) to "Repeat weekly on:"
