The fix for this problem is to not consider hosts to be back online that are
marked as "disabled" in the host_registration table. If a host is reachable
through HTTP, it *must* have done a host registration before, so it cannot be
set to "disabled" *and* be reachable at the same time. So the safest way would
probably be to select services running on "enabled" hosts only when looping
over them for the service checks.
