Okay, I reviewed my configuration and also used "diagnose" extensively. What
I find is that the "short" jobs don't get any boost, nor the "default" ones
any penalty.

273986 0 100.0( 0.0) <- just submitted short
As you can see, short doesn't get any boost like it should.

Both queues are correctly allocated to the "low" and "high" QOS definitions.
