Hi All,

  We are running Maui 3.2.6p16-snap.1157560841 with Torque 2.1.6, and
have encountered some undesirable behavior when the number of suspended
(through preemption) jobs exceeds the maximum idle job limit. The jobs
that exceed this limit will not be considered for resumption even if the
node that they are running on becomes free. Also, when they do re-enter
the idle job scheduling window, their accumulated eligible queue time
gets reset to zero, lowering their priority and occasionally pushing
them out of the MAXIJOB window again.

  Since they have already been fixed to particular nodes, it seems that
suspended jobs should be treated differently from purely idle jobs. I
suggest that they
