I'd like to have our systems that have 4 cores interleave jobs with less than 4

I guess it is a matter of NODEALLOCATIONPOLICY

Here we use FIRSTAVAILABLE and I listed the nodes in an order I wanted.

Maybe you can use MINRESOURCE to have that behaviour...
