By adding touch a file called nologin in /etc I restricted the users from logging into the nodes. I think went into my config file and added this:

JOBCFG 
<http://www.clusterresources.com/products/mwm/docs/a.fparameters.shtml#jobcfg>[no_inter]
    FLAGS=interactive
RMCFG <http://www.clusterresources.com/products/mwm/docs/a.fparameters.shtml#rmcfg>[gridA.in] MAX.JOB <http://www.clusterresources.com/products/mwm/docs/13.2rmconfiguration.shtml#max.job>=no_inter

Now my users cannot use the -I command when submitting jobs. I will take this away as soon as there are interactive nodes available.

Hi Emmanuel,

I've seen this discussed before on torqueusers (I think) - which is probably a more appropriate forum. I believe there is no sure way of doing what you want. You could use the torque qsub submit_filter to reject such jobs but this would be readily subverted. I guess you could even totally disable '-I' one way or another but you are probably kidding yourself that it is really solving any problem.

Perhaps you need to monitor and educate.  Ultimately you may need to lock out 
recalcitrant users.
