the situation is now slightly different, there are some jobs displayed
as being idle, but there are jobs for a certain user that are only
running or blocked (so none are idle for that user).
showq -b doesn't show anything.
showq |tail -1
Total Jobs: 106 Active Jobs: 68 Idle Jobs: 4 Blocked Jobs: 34
showq -b
JobName User Reason
and that's all it reports
