One issue which comes up often here is that fairshare isn't quite as fair as we'd like.
Take a cluster of 10 nodes. The fairshare allocation, by default, for a user is 10 (FSTARGET=10). Say a user allocates 1 node and all other nodes are free. In essence this user gets "charged" for 100% instead of just 10% for the time no one else is running. Is there any way to more fairly calculate this time and resource usage?
