I think the difficulty is, as Garrick pointed out, the grey area of what is middleware. (It is late at night here so you might have to excuse any perceived levity.) The *ultimate* definition of middleware: "Middleware" is what middle-management uses to manage resources. Thus the torque server is a core sysadmin functionality as it enables the resources while the scheduler and queue definition tools are middleware.
