Hi Sabuj,

I think the load is only taken into account if you leave
NODEAVAILABILITYPOLICY with the default setting or explicitly set UTILIZED or 
COMBINED (for PROCS).

I prefer to set 
NODEAVAILABILITYPOLICY      DEDICATED
So that processors are logically allocated rather than considering load.
