My question is, what's the difference between using fairshare accounts
(ACCOUNTCFG settings) and doing something like this?

IGNPBSGROUPLIST TRUE
FSSECONDARYGROUPS TRUE
GROUPCFG[group1] FSTARGET=32+
GROUPCFG[group2] FSTARGET=24+
GROUPCFG[group3] FSTARGET=44+

Would maui still use fairshare calculations and policies directly
through the groups rather than via an account? Would maui allow people
to submit jobs even if they are not in any of those groups? To enforce
the above then could we do something like this through qmgr?:

set queue myqueue acl_group_enable = True
set queue myqueue acl_groups = group1,group2,group3
set queue myqueue acl_group_sloppy = True
