The additions contributed by SARA in early 2008, 3.2.6p20-snap.1182974819, dealt with adding fairshare for secondary groups (though I haven't looked into the code very deeply).
It would be equally beneficial to be able to control other things using the GROUPCFG mechanism allowing the most permissive access as determined by secondary groups as well, perhaps changing the effective group for maui's housekeeping to keep things easy. We are currently using a departmental name as the primary login group but individual faculty members in these departments have also allocated $$$ of their own too. Setting limits now becomes harder to do, and perhaps that's not the correct approach at all and can be done entirely with fairshare. But it certainly would be handy to be able to use both primary and secondary groups to set limits.
