The Maui Admin Guide has three DEFER-related parameters:

DEFERCOUNT: specifies the number of times a job can be deferred before 
it will be placed in batch hold; default=24

DEFERSTARTCOUNT: specifies number of time a job will be allowed to fail 
in its start attempts before being deferred; default=1

and

DEFERTIME: specifies amount of time a job will be held in the deferred 
state before being released back to the Idle job queue;
default=1:00:00 (one hour)

Since I don't understand clearly how/when a job switches
to/from 'deferred' state, I was a bit reluctant to change the first two, 
for fear of impacting other functionality.
I simply reduced the DEFERTIME to one minute.
It works, but I don't know if it is the best practice.
