We have very similar needs and configuration, I have torque 2.5.5, maui 3.3.1 and centos 5.6.

My current configuration, however, is not using standing
reservation. The relevant parts are:

CLASSCFG[climahigh] PIORITY=50000 QDEF=climahigh QLIST=climahigh:DEFAULT

We use features on torque to differentiate between nodes whih belongs to the clima group and "general use" nodes.

I've not tested it extensively, but for now it seems to work.
