Torque cannot trace the number of mpi processes. A user could request
4 cpus and start n mpi processes for example.

So, requesting it in your script as
#PBS -lnodes=8
then running mpirun -np 8 will do the job.

As a side note, in order to prevent jobs submitted with wrong/missing arguments to interfere with other jobs, we use a feature of the kernel called *cpuset*, which seems to work very well.
