COTE D IVOIRE: UN says elections likely to be postponed
Presidential elections that have already been delayed for one year will likely 
be postponed again in Cote d'Ivoire and political leaders in the conflict 
appear to lack the will to resolve it, according to the head of the United 
Nations peacekeeping mission in the war-divided country.

LIBERIA: Pay rise for civil servants too little to lift them out of poverty
A new budget approved by the Liberian Senate provided for a pay rise for civil 
servants, but this only brought them to the threshold of the World Bank's 
poverty indictor of US $1 per day.

GUINEA: Rights group says security forces torture with impunity
Security Forces in Guinea routinely torture, assault and sometimes murder 
people as part of a culture of impunity that lingers from the era of dictator 
Ahmed Sekou Toure who died more than 20 years ago, New York-based Human Rights 
Watch (HRW) said on Tuesday. In its report, "The Perverse Side of Things: 
Torture, Inadequate Detention Conditions and Excessive Use of Force by Guinean 
Security Forces," HRW said it interviewed 35 people who provided detailed and 
consistent accounts of mistreatment by police.

SENEGAL: Residents flee gunfire in Casamance
Insecurity in Senegal's southern Casamance region in recent days has forced 
some 300 people from their homes into neighbouring villages and an undetermined 
number of others across the border into The Gambia, aid workers said on Friday.

SENEGAL: Spain offers helicopter, two patrol boats to curb illegal migration
Spain on Monday said it would provide a helicopter and two patrol boats to 
Senegal to help the country patrol its coastline to curb illegal migration to 
the Spanish Canary Islands.

TOGO: Resumption of EU cooperation with Togo
The European Union (EU) and the government of Togo have signed an agreement on 
the release of 15.8 million Euros (US $20.2 million) to support rural 
development. The agreement marks the resumption of the EU's cooperation with 
Togo after it had suspended it in 1993 over Lome's failure to implement 
political reforms.
