That file is from a side-project and probably shouldn't even be included
in the Mauve source code distribution.  Feel free to ignore it's failure
to build, and also feel free to delete the project from the Visual
Studio solution file.  In fact I'll do exactly that on my end and commit
it to the source code repository so that this isn't a problem in the
future.

If you're specifically interested in using that program for some reason
I can get it put online somewhere.  It doesn't do much, just pulls out
annotated genbank features in the breakpoint regions between collinear
regions of genomes.  It was used for the Darling, Miklos, Ragan 2008
PLoS Genetics work on genome rearrangement in Yersinia.
