In theory, LinuxPPC 2000Q4 will work on a 1400 after you install a new
kernel; however, the PCMCIA slots and the MediaBay will not currently
function in Linux.

Basically, you download the new kernel, and use it to install LinuxPPC. The
directions will tell you how to use a substitute kernel. Also, it's possible
that mklinux would support your machine better, it's the mach kernel for
powermacs, Apple's previous attempt at opensource.

It appears as though neither will support your 1400 well at the moment,
there is a DMA problem with the 1400 and most of the peripherals like the
CDROM and PCMCIA.

Your best bet is to wait for a more mature kernel from the linux-nubus
people. Its very active at the moment.
