You could also use one of the many services that offer DNS for dynamic
IPs...you run an update client on your host that sends changes to their
service, which updates their DNS with your new address.  dyndns.org is one
example that's been around forever, is free, and is pretty good.  (They also
do static-IP DNS and some other services.)

That said, the OP needs to route traffic from an iMac (with some bastardized
PPP-over-DSL connection that only offers a USB connection to the computer)
to another machine that would run an HTTP server.  If the iMac is running
Linux, it'd be trivial to do that with iptables.  If it's still running
MacOS, though, I'm not sure how you'd go about doing port forwarding, or
even if port forwarding is possible.  (Since it's apparently already doing
something similar to NAT or IP masquerading, port forwarding ought to be
doable; I just don't know how you'd set it up under MacOS.  I usually run
Linux on machines that serve as routers.)
