Since you are installing on RedHat you may also need to define this
environment variable. I spent hours trying to figure out "-24994 runtime
error", but I also got the error on the password mismatch. I'll try the
shadowconfig on. Thanks!

Try setting the environment variable
LD_ASSUME_KERNEL=2.2.5
*before* starting the communication server x_server.

I ran into a similar issue while trying to install maxdb on one system
(not at instance creation time like you).

The problem was that this system was not using shadow passwords. Running
'shadowconfig on' on this debian system fixed my problem. Your issue
might be similar.
