I think this is just because most of the SAP systems that have a Basis <= 4.6D are delivered with 7.3. 7.4 is just too new. The extended SAP kernels for 4.6x that enable usage of 7.4 also on lower releases are available now for some days so I think more and more customers will switch to 7.4 in the next months.
