Thanks for the suggestion. I should have stated that the OS was Solaris. Here's what we get when attempting to add the volume in admin mode:
# /opt/netvoyant/sapdb/indep_prog/bin/dbmcli -d nms2 -u control,control db_addvolume DATA /opt/netvoyant/db/NMS2/datadev02 F 120000 ERR -24915,ERR_NOADDD: configuration update not allowed (param file is inactive)
Any ideas?

You can also use the DBM-Gui: Configuration - DATA Volumes, There should be a DATAxxxx where no size, type and Location is shown. Choose this one to edit. Now you can change the size and the other two things. Then you confirm your settings with <ok>. When this volume is created your database can be started in Online-Mode.
