the execution right is is not needed or wanted. It is a bug, not a feature. But 
'SAP_DBTech.ini' must be kept world
readable, writeable, since no special 'sapdb' group exists (except for SusE 
distribution, where such
a group was added...). Without that group everybody must be allowed to create 
databases in all releases < 7.5... 

The 'sdbadmin' group was added with Release 7.5. Additionally with all releases >= 7.5 
'SAP_DBTech.ini' is splitted into '/etc/opt/sdb.ini' (readonly), 
<IndepData>/Config/Installation.ini (readonly), <IndepData>/Config/Runtimes.ini 
(readonly) and <IndepData>/Config/Databases.ini (readwrite for sdbadmin group).
