You have performed the second statements as well:

dbmcli -d $SID -u dbm,dbm db_offline 
dbmcli -s -d $SID -u dbm,dbm db_drop 

Otherwise try, again.

Or use the free Windows utility Srvinstw.exe to drop Windows Services.
